Colorists See the Light

All three of these panels were pencilled by George Perez. The character of Wonder Girl appears in all three panels; Changeling appears in panels 1 and 3.

You can see the dots in the flesh tones.
The ink is a bit smudged, which detracts from the
already-faint (and flat) colors.

An example of DC's Baxter Format; the dots are smaller and the color is much more vibrant, but it's still pretty much a single shade of each color.

This scan actually doesn't do the image justice, but even here you can see gradual variations in color that create highlights and other effects, such as in Changeling's hair and Wonder Girl's arm and face. Also, check out the background.
